GENESIS
Indira Gandhi Panchayati Raj &
Gramin Vikas Sansthan (I.G.P.R. & G.V.S.) is an autonomous organization promoted by the Government
of Rajasthan as an Apex Institute of the State with a view to develop human
resources in Panchayati Raj Institutions (PRIs) and the Rural Development
Sector. The Institute was registered as a Society in 1989 under Rajasthan
Societies Registration Act, 1958. From July 1999, it has also been established
as the State Institute of Rural Development (S.I.R.D.) under the Ministry of
Rural Development, Government of India .
To facilitate capacity building for the transformation of
rural society for sustainable development and the greatest good of all to help
achieve the ideals of Gram Swaraj.
The significant role of PRIs for promoting Rural Development in
pursuance of our national objective of establishing a socially just economic
order highlights the need for a well planned, diversified and vigorous training
intervention. IGPR & GVS is organizing training
courses, management development programmes, conferences, seminars, workshops,
awareness, orientation and sensitization camps for both elected representatives
and officials connected with PRIs and Rural Development.
This would
enhance desired knowledge, skills and attitudes and would inculcate greater
role-effectiveness amongst functionaries.
Research
The Institute is also undertaking Research work. For this
purpose, it is also seeking collaboration and assistance in research
studies, including action research in various areas concerning PRIs and Rural
Development. The experience gained from research is providing valuable inputs
in training in the form of case studies.
CONSULTANCY
The Institute
also takes up advisory and consultancy services for the Government and other
user departments/ organizations on issues of policy- formulation, technical
backstopping, project preparation, training design, development of training
materials, training of trainers' and other initiatives for Capacity
building.
Support Activities
v
To act as
a clearing house of information on Panchayati Raj and Rural Development through
a well equipped Library and Computer Centre.
v
Consolidation
of various Acts and Rules relating to Panchayati Raj and Rural Development from
other States / Countries.
v
To
conduct evaluation studies on various aspects of Panchayati Raj and Rural
Development.
v
To
initiate, establish and participate in collaborative ventures with other
Institutes, and Research Organizations within and outside the State / Country.
v
To
institute research scholarships, prizes / awards and take other steps for
furtherance of its objectives.
To
organize thematic lectures on Panchayati Raj and Rural Development
issues by scholars of eminence.
INFRASTRUCTURE
The Institute is located at a prime location on Jawahar Lal
Nehru Marg at a distance of about 8 kms. from the Airport and about
7 kms. from the Railway Station.
The training
infrastructure includes 4 well - furnished Seminar Halls with state of art
audio - visual equipment and other training aids. The facility of an air -
conditioned Auditorium with a seating capacity of 350 persons is also
a strength for holding National / State level Conference, Seminars
and Media events. Institute's Hostel 'PAWANA' can accommodate 40 persons
in decent double - bedded rooms.
The library houses a specialized collection of about 5000 books
on Panchayati
Raj and Rural Development issues.
Institute's Computer Centre is being expanded for catering
to regular training inputs on Information Technology. Basic facilities for
recreation and indoor games are available to hostel inmates.
THE

Chairperson. The Institute also has an Executive Council headed by the Minister

Commissioner as the Vice Chairperson. The Institute is headed by a Director who
is generally a super time scale officer of the Indian Administrative
Service.

THE FACULTY
The Institute
has a core team of qualified faculty with academic excellence, field
experience, competence and creativity in various disciplines. It also draws
upon the experience of resource persons in the field of Panchayati Raj, Rural
Development, Watershed Management, Gender and Development, Rural Economics,
Rural Credit, Rural Health, Social Welfare, Banking and other relevant areas / disciplines
as guest faculty. The faculty of the Institute have been teamed under 7

MILESTONES
IMPORTANT
MILESTONES
The
Institute, since its inception in 1988-89, has conducted over 1000 broad
Spectrum Courses, Workshops, Seminars, Conferences involving approximately
36,000 elected representatives and 11,000 official participants.
The Institute has been recognized as a
Centre for All India Training of Trainers by Deptt. of Personnel and
Training, Government of India since 1997-98.
The Institute
has been made the nodal Training Agency for Training of Watershed Development
since 1997-98.
The Institute
became a Centre for Training Needs Assessment, Training Modules Development and
Training of Trainers for the Convergent Community Action approach supported by
UNICEF in 1997-98.
The Institute
has been declared as the State Institute of Rural Development since July,
1999 .
The Institute
has been selected as the Lead Training Agency (LTA) under the World Bank
supported 'District Poverty Initiatives Project' (DPIP) in 2000.
The Institute
has been selected as a Regional Resource Centre for Uttar Pradesh &
Rajasthan amongst six Regional Resource Centres in the Country under the sub-programme
for ' Capacity Building of Elected and Official Functionaries of Panchayati Raj
Institutions' supported by the Ministry of Rural Development, Government of
India and UNDP.
The
Institute is the nodal agency for spearheading a systematic approach
to Training of Panchayati Raj Institutions, based upon Training
Needs Assessment, Need Based Modules Development and Module Based
Training of District Training Teams with the purpose of
institutionalizing a Decentralized Training System of PRIs, with
UNICEF support in the Year 2000. Resultantly, 1000 DTT Members (drawn from all
blocks of the State) have been trained. This is a pioneering
initiative establishing a Strong Training Resource team in each district of the
State.
Since 2001,
the Institute has also been made umbrella organization for
guiding Panchayati Raj Trainings in Rajasthan by way of providing
technical backstopping and supportive supervision to the three
regional training Centres, namely Panchayat Training Centres (PTCs/ETCs) for training
of Gram Panchayat level functionaries, located at Ajmer, Dungarpur, and
Mandore(Jodhpur).
The
Institute's faculty has been associated as a Planning Mission Member
by SDC - Swiss Agency for Development
Cooperation (SDC) for formulation of a Project to strengthen
the Decentralization Processes in Rajasthan.
The Institute's faculty has been associated for providing
technical expertise for Training of Trainers and Development Functionaries in
other States as well.
